NASA, JPL Scientists Support To Billy Meiers Extraterrestrial Case Poses Problems For Government
According to Michael Horn, U.S. media representative for the Meier case, the scientific support was not only unprecedented but posed unique problems for governmental and media agencies. So Kinder, who is also a lawyer, made sure that each expert read and then signed off on their statements before publication in his book, Light Years.

Trying to get to the truth in an event that happened over sixty years ago is difficult at best. While I knew about the photographs taken by William A. Rhodes, had read the newspaper articles about them, and had read the Project Blue Book file about them, I had never delved too deeply into them. I just knew that the Air Force explanation of hoax was not based on any evidence that I had seen.
Rhodes, based on all this, seemed to be an eccentric guy who had a backyard workshop that he thought of as the Panorama Research Laboratory. He had letterhead paper and thought of himself as the Chief of Staff at the lab. He was not the first person to open a small enterprise and give it all a grandiose name. He certainly wouldn't be the last.
The Air Force dismissed him as a fellow who lived off his wife's income as a teacher and whatever he could make as a musician. They challenged his claim of a Ph.D. in a not very clever way, and suggested he was a crackpot not worthy of further discussion. His pictures were faked.
I regret that I never tried to find Rhodes and talk to him about his pictures. It wouldn't have been all that difficult in the pre-Internet days. I mean, I found Delbert C. Newhouse who took movie footage of UFOs over Trementon, Utah. I intereviewd Carl Hart, Jr., in the mid-1990s about the pictures he took of the Lubbock Lights. I found Dewey Fournet and Al Chop who were involved with the official UFO investigations, the Washington National UFO sightings, and even sent Chop a copy of UFO, the movie about his experiences. But I never thought to find Rhodes. So now I have to do everything with Rhodes gone.
Rhodes is considered to be a genius by many who knew him. James McDonald, who investigated Rhodes in the 1960s made it clear that Rhodes was an inventor who held a number of patents, some of which provided a "modest" income. I don't know how much money that might have been. Surely not more than a couple of hundred dollars a month, but enough to have helped.
His claim of a Ph.D., issued by the government is a little more difficult to prove. I have no doubt that during World War Two he was given some sort of test and scored high enough to be assigned work at a doctorate level. We still have that sort of thing in the world of the UFO. People who have not had the schooling, but who had worked at these high levels. Sort of a "bevet" degree, if you will.

He even made the first image tubes that were sensitive enough to use at a telescope. But he seemed to lose interest in any of his detector advances as soon as he was satisfied that they would work. Unfortunately he had a knack of offending key persons at ASU [Arizona State University] and no doors opened for him. His portable 16-inch telescope was useful to me years later when I needed a network of independent amateur telescopes to monitor stellar "twinkling" as an indicator of the blurring ground objects as would be seen from a space optical system."

In my email to one of these supporters, he mentioned the "Phoenix Photographs" and offered an explanation for them. The object was some kind of classified balloon-borne camera that was being used to determine how crisp and clear pictures taken from high in the atmosphere could be. It seemed like a reasonable explanation and I asked for some additional details.
But, before I got those, I had some time to think and realized that the explanation made no sense because it had not been offered in the more than sixty years since the pictures were taken. To make it worse, the response suggested the object had been over the city for two days.
Not to mention that even if this was a classified project, as alleged, the answer would have been available to both the Air Force and the FBI and there is no indication in the files of this ever having been suggested. Remember, the Blue Book files (or in this case the Sign and Grudge files) were originally classified as "secret" so there would have been no trouble learning of the explanation, if such was the case.
Yes, you're thinking "Need to Know." But in this case, they had a need to know. Even if the explanation was only offered quietly, those conducting the investigations had a need to know, and such an explanation would have been obvious in the files. Oh, they might not have mentioned the name of the project, but they certainly could have suggested the explanation was a classified project.
I was given the acronym of the organization that would have been in charge of this research, but according to everything I could find, it wasn't created until the Eisenhower Administration. That would have made it six years too late, at best but this avenue deserves further investigation.
And there was even more trouble. According to a letter written by Rhodes and addressed to Colonel Howard McCoy, Chief of Intelligence (at ATIC at Wright-Patterson AFB), he said that he had been "trying to run down additional photographs of the unidentified object."
Rhodes added, "Mr. Lewis Larmore of this city has some [photographs] in his possession and I believe you can obtain copies of them by writing him. Whether or not they are real I do not know. Some of them look faked while others do not. The general shape of the ship as it was going away from me looked like this: there seemed to be a bubble on top and on bottom." There is no evidence in the files, or anywhere else that I can find of a follow up to this rather startling information. Rhodes was invited to Wright-Patterson a year or so after he took the pictures. This was for another interview, but the government, or more specifically, Howard McCoy, wrote they could provide transportation but could cover no other costs. Rhodes declined.
So, now, though I had thought this would end quickly, there are more avenues to explore. I have found two documents, one running to over 350 pages, that deal with part of this story. No, not about the UFO sighting or photographs, but to the classified experiments that were being conducting and which might, and I stress the might, explain the pictures.
As far as I know, no one has ever found the alleged Larmore pictures, the Air Force did not follow up on Rhodes' letter telling them about the pictures, they did not attempt to find and interview Larmore, and the pictures did not surface in any magazine or newspaper.
It seems to me that had an explanation been available, even if classified in 1947, it would have been noted in the file somewhere. Many of the documents in the file were originally classified so the mention of a classified project as a solution wouldn't have been in violation of the regulations.
The Rhodes photographs, it seems, were ignored by the Air Force, the Air Force explanations don't work, and it is clear they engaged in subtle character assassination of Rhodes. I believe, at the moment, that the follow up investigations were made, but not by the people at Project Sign (meaning Project Blue Book). Somewhere there is a file on this. The trick for me is to figure out where to send the FOIA request and what to ask for when I sent it.

"The viewer first thought it was a plane but gradually its brightness increased and it went up and vanished around 6.30 am," Duari said. "No natural phenomenon is likely to last for such a long duration and it is not a meteor either. It is an extremely interesting and strange object," he added.
Scientists were also puzzled by the phenomenon. They claimed it was too early to hazard a guess on what the object could be.
"A cosmic body cannot change its appearance the way this one seemed to do. But an expert needs to observe it for a longer period of time to be able to comment on it. In 2011, I received the following account from a woman who had a strange experience while living in Loveland, Ohio. I had posted this report at the time and I also included it in my 1st book. I'm posting it again in order to have 'new eyes' look it over because I'm be interested in other opinions as to what the witness encountered.
I recently received a very brief report from the Loveland area which was somewhat similar to the 2011 account. It involved a small being that was seen near the Little Miami River...but the report lacked description information, other than a height estimation of 2-3 feet and that it was seen at a distance of over 100 feet. Is Loveland experiencing another 'Frogman' phenomenon?:
We bought a little house down by the Loveland Castle Museum back in 2000. It was perched above a ravine and creek, and the back of the house dropped off very steeply. There would have been enough room for a man or a bipedal person to stand behind the house, but the basement windows were eye-level and the first floor was quite far up from the place where one could stand. The reason I point this out is that because it was a very small house, we had to use the basement for our two boys' bedroom. They kept complaining that "something" kept looking in the window at them and my husband and I laughed it off at first. It was a wooded setting, very rural and beautiful, and VERY DARK at night, having no streetlights out there. So it seemed funny that they were thinking something was watching them. We just told them maybe it was a deer (they are plentiful in the fall) and went about our business.
One night, however, I woke hearing a weird sound just outside our bedroom window on the first floor. It faced out back of the house, and I was puzzled as to what it could be because it sounded like a man, breathing heavily. I started to sit up and realized that whatever it was, it was looking in my window, just inches from my head and I was terrified. I did not look out because I knew that I would see it and I kept feeling something urging me to look. We often would hear squeaking noises, screeching (not like an owl) and a crying baby. I woke my husband up and he said whatever it was, it would have had to be 10 feet tall to look in our window. I couldn't sleep that night, but whatever had been there had moved on. I didn't mention it to the kids the next day. The boys came up from the basement, shaken from seeing "the red, glowing eyes" the night before. They were every bit as big as red road reflectors and they heard heavy breathing and the hair on their bodies stood up on end.

The 1st sighting was in May, 1955, around 3:30 a.m. an unnamed business man claimed that he witnessed three bipedal, quasi-reptilian entities congregating by the side of the road. The story of the Loveland Frogmen begins on a barren stretch of road that runs along the Miami River in Clermont County, just on the outskirts of the small town of Loveland, Ohio. Around 3:30 a.m. in May of 1955, an unnamed business man claimed to witness three bipedal quasi-reptilian creatures gathered at the side of the road. The business man pulled over to the curb and observed the creatures for what he estimated to be about 3 minutes. He went on to describe the creatures as being between 3 and 4 feet tall, covered with a leathery skin and having webbed hands and feet.
Perhaps the most distinguishing characteristic of these creatures however is there distinctly frog like heads, which the business man reported to have deep wrinkles where their hair should have been. As the anonymous business man watched the three "frogmen" on of the creatures suddenly held up with the witness described as some kind of wand above its head, he further claimed that sparks spewed out of the top of the wand. Upon witnessing this strange site the business man fled the scene fearing for his life.
The next documented encounter with the Loveland Frogmen occurred at approximately 1:00 a.m. on March 3, 1972, when a police officer, who chose to remain anonymous, was traveling down Riverside Road heading towards Loveland. The officer claimed that he was driving slowly, due to overly ice roads, when he saw what appeared to be a dog on the side of the road. Suddenly the creature darted out in front of the cruiser causing the officer to slam on the breaks to avoid hitting the unknown animal. When the cruiser came to a stop the head lights fell upon a crouched frog like creature.
Quickly the creature stood on two legs stared back at the officer; its eyes illuminated by the high beams, and scrambled over the guard rail, down the embankment and finally vanished into the Ohio River. The officer described the creature as being 3 or 4 feet tall and weighing in the area of 50 to 75 pounds. He also stated that the skin had a leathery textured, and that the animal's resembled that of a frog or lizard. Later that evening another officer returned to the scene but found no signs of the animal, but did report that there where distinctive scratch marks on the guard raid that the creature reportedly scrambled over.
Another sighting by a police officer, Mark Mathews had an encounter of his own two weeks later. According to Officer Mathew's report he spotted what he believed to be an injured animal on the pavement while driving into Loveland. Mathews stepped out of his cruiser with the intention of removing the injured animal from the ice slicked road. As Officer Mathews got closer to the body the creature lurched upwards into a crouched position. Startled by the strange creatures frog like appearance, Mathews drew his gun and fired at the creature, wounded the "frog man" limped to the side of the road and slide over the guard rail. Officer Mathew's description of the frog like creature matched that of the other officers sighting two weeks prior.
Years after his original sighting, Officer Mathews has some what changed his story. He now claims that creature he saw that night was nothing more than a large reptile which had escaped from its owner. He further insisted that the reason he shot at the creature was to help confirm a fellow officer's story. It was part of a new government development, one block of houses backed by government owned Condos.The houses, all along one side of the street, faced older, privately owned homes across from us. It was a couple of years before we got cement sidewalks and street and another couple before streetlamps were installed. At the eastern end of our street, Plessis Road, was well-lit and part of the older section of Transcona. Our new street, Kernaghan Ave., was only one block long.I believe it was the Summer and fall of 1975 or 1976 when several unexplained events occurred, months apart.Incident #1On a beautiful sunny day, my husband and I were chatting with a neighbor lady in front of our house. At about the same moment, we all noticed two triangular - appearing objects, gleaming against a clear, cloudless blue sky in the north, northwest.We couldn't determine if the outward projection was part of the main object or a short, powerful energy steam, certainly not like the jet-stream of some aircraft. It was more solid looking and bright. They shone like stars, probably from the sun which was in the northwest, and the object were absolutely motionless for perhaps 3 to 5 minutes.Then, in perfect unison, they shot upward, then turned very sharply and sped away in a north, northeastern direction and disappeared. The entire motion took only a second or less.We couldn't judge the altitude, although they appeared to be about the size of large, bright stars. We agreed that the speed had to be in excess of 2000 miles per hour, probably a gross understatement.Incident #2One evening I went to bed while my husband stayed up to read in the living room. It was around 10:00 p.m., or so, but I couldn't sleep. After about a half hour, for no reason other than restlessness (it was very quiet), I got up and stood at the window which faces north.I was gazing at the stars which were bright against the dark sky. No streetlamps had been installed yet which made the stars more visible than we normally see in the city.When I turned my attention to the right, the northeast, I caught sight of what appeared to be a star, then a plane, but it was moving very erratically toward the northwest. It stopped every 5 to 20 seconds, as a plane will appear to do when changing directions. But in this case the bright light never stopped or dimmed, but remained steady. It would stop, with no regularity as to distance between stops, and then continue on it's path.I was quite fascinated and continued to watch it as it made its way across the sky in this fashion, as though it's intention was to be seen. When it reaches a point in the northwest, it began to curve southward and continued in it's stop and go pattern.When it appeared, I would lose sight of it. I ran through the living room to the front door, insisting that my husband come too. We went outside and stood on the sidewalk facing west. Beyond the end of the street was open prairie, undeveloped for several miles and quite dark at night. The lights from Winnipeg could be seen on the horizon beyond that. Even there, the sky was dark and stars clearly seen.My husband and I stood silently watching the "star" as it continued its southward path. The house was in darkness except for my reading lamp. The sofa where I sat faced the larger window, looking north, and the drapes were partly open. Outside, it was very dark and the sky was covered with an unusually thick layer of very dark clouds which I hadn't noticed earlier. They were very low.Very suddenly, the entire room lit up as bright as daylight and I rushed to the window in time to see a bright light above the clouds, moving toward the north. I couldn't see the craft, but judging from the expanse of light coming through the clouds, it appeared to be the size of a football field, this is the nearest description I can give.It was moving steadily, directly northward until it vanished from my sight, rather slowly.
